At the press conference, Liu Zhangjun, director of the inter ministerial Joint Conference on illegal fund-raising, summed up the six characteristics of illegal fund-raising.


According to Xinhua news agency, in recent years, illegal fund-raising activities are rampant, the number of cases is high, the number of major cases is frequent, involving a wide range of industries, involving many industries, and many people involved in raising funds, not only seriously harming the interests of the masses, but also seriously affecting social stability and national economic security. Illegal fund-raising has evolved into a typical economic crime involving people.

In January 8, 2007, the 18 ministries and units, including the Central Propaganda Department, the Supreme People's court, the Supreme People's Procuratorate and the Ministry of public security, formed an inter ministerial joint meeting to work together with local governments to combat illegal activities.

Liu Zhangjun concluded that the six major characteristics of illegal fund-raising are:

In recent years, the number of illegal fund-raising cases has increased by about 2000 per year and 20 billion of the fund raising.

Considering the fact that some illegal fund-raising cases are directly handled by the administrative departments and so on, the number and amount of actual cases far exceed those.

Under the influence of the current international and domestic economic environment, the illegal fund-raising cases and risks will continue to operate at a high level in the coming period, and may be concentrated in some areas, industries and time points.


It involves a wide area and involves many industries.

According to the preliminary collection of cases in the 4 years since the establishment of the inter ministerial joint conference, the illegal fund-raising cases involve 29 provinces and municipalities throughout the country, involving more than 80% of the cities and towns in the whole country.

It involves agriculture, forestry, real estate, mining, manufacturing, services, wholesale and retail, construction, finance, food processing, tourism, health care and education. Some cases even involve many industries.

Some illegal fund-raising enterprises take the form of registration in one province and illegal fund-raising in another province to cover up the crime and evade the blow.

Even some criminal offenders are being investigated for legal responsibility or released after their sentence, and they continue to raise funds illegally in other provinces.

Illegal fund-raising seriously damages the interests of the masses and affects social stability.

Illegal fund-raising activities attract public funds by attracting, even deceiving and deceiving people through high yield, high returns and other temptations, putting the legitimate assets of fund-raising participants at high risk.

Some illegal criminals took advantage of the money they had received to pay for the previous absorption of funds, and made a huge investment trap for fund-raising participants.

Many criminals are wasting, wasting, pferring or illegally occupying the lawful property of the participants, causing serious economic losses to the majority of fund-raising participants, and some even bankrupt and lose their blood. This seriously affects social stability.
